Arnie formed Income Property Lending (IPL) in September, 1995 as a division of the All Star Group, Inc.
He serves as President of IPL and is a corporate officer of All Star Group.
Prior to employment with IPL, Arnie was Vice President of Commercial Real Estate Lending for Pacific
Thrift and Loan, and he was a principal of United Commercial Credit Industries (UCCI). Previously he
held the position of Vice President/Sales Manager and assisted in the training and development of the
marketing staff while employed with Foothill Thrift & Loan / Foothill Capital Corporation for 9 years.
Mr. Garfinkel has been a featured speaker for various organizations, including - California Association of
Mortgage Brokers, National Association of Mortgage Brokers, California Mortgage Bankers Association,
Building Industry Association, American Industrial Realtors Association, R.I.A.O.C., and Crittenden
to name a few. Arnie produces many events for other organizations including the Soulland Regional
Association of Realtors, Long Beach Commercial Real Estate Council and the California Lodging

He is past president of the Tarzana Chapter of Toastmasters International and served as a Board of

Randy Jones is Business Development Officer and Senior Vice President with BLC Prime Lending, based out of Irvine. BLC Prime Lending does mostly owner-user lending, and specializes in SBA 504 loans, that provides up to 90% financing. Randy joined Spectrum in 2011, and his market concentration is Long Beach, the South Bay and the West Side.

Mr. Maddox is the head of lending for Clearinghouse CDFI. He has over 18 years of community development finance and nonprofit management experience and is recognized for his expertise with Low Income Housing Tax Credits (LIHTC) financing.

Prior to joining Clearinghouse CDFI, Mr. Maddox worked in senior management for both national and regional banks in Nevada, California and Arizona. He has also worked in the areas finance and policy administration with local, state and nonprofit organizations in Massachusetts and Delaware. Biography

Herb has been involved in the mortgage industry since 1979. He was born in Havana, Cuba and came to the United States in 1968. He has been married for 33 years and is the father of two wonderful children. He is an avid golfer and a private pilot.
In 1979 Herb was one of the founders of Applied Business Software and through the 1980s specialized in the sales, installation and support of software and computer systems for the mortgage industry in California. ABS became the leader in automating the tasks of loan servicing and loan documentation for the hard money industry. He also conducted seminars and training classes for new brokers.
In 1989, Herb joined Fidelity Mortgage Lenders and originated institutional and hard money loans, and implemented a Spanish marketing campaign.
